CEULS holds a Seminar "Towards the Adequacy of Our Statute: Reference Framework"

The instance presented to the university community the details of the current University Statute, and the proposed modifications based on the laws and decrees of this historical process.

With the purpose of sharing with the ULS community the most important aspects regarding the process of adapting the statutes that are currently carried out by all the state universities in Chile, the Statutes Commission, CEULS, held the Seminar "Towards the Adaptation of Our Statute: Framework reference".

The Seminar had the participation of 3 speakers, who during the afternoon of Thursday, September 3, in a very assertive manner, addressed in depth the main issues contemplated in Law 21.094 on State Universities, Decrees with Force of Law DFL158/1981 and DFL4 /2019 respectively.

The conference was characterized by the emphasis on explaining in detail the laws that will allow the members of CEULS to carry out the proposal to adapt the Framework Statute that will govern the institution, focusing on the characteristics and regional wealth, in order to reinforce the mission of the University, reflected in the commitment to share knowledge that improves the lives of the inhabitants of the region and the country.

During the first part of the Seminar, Dr. Alejandro Orellana, academic and Director of the Department of Architecture and also a member of CEULS, referred to Decree with Force of Law DFL 158/1981, explaining the University Statute in a clear and dynamic way. that has governed the University of La Serena for the last 40 years. In addition, he addressed the main differences between the current governance of the institution and the one that will be established from the entry into force of the modified statute.

The academic also highlighted the work of the members of CEULS. "The importance of carrying out this participatory and democratic process requires an investment of time and a great commitment that we must value and appreciate, so that we can reach consensus that allows us to continue working during the 3 months that we have left," he said.

Referring specifically to Law 21.094/2018 on State Universities, lawyer Elizabeth Escobar Toro, ULS Legal Advisor, reinforced the autonomy of state universities, stressing that their actions are always framed within the mission and vision of said universities. institutions. In addition, he reflected on the importance of the promulgation of the Law, and that today, almost 4 decades later, the need to adapt the current statutes in reference to university governance, quality, institutional accreditation, administrative and financial management of academic officials is imminent. and non-academics of the institution.

He also emphasized that "this is the opportunity to position our beloved University of La Serena, as one of the great universities, like the university, the only one of a state nature in the Coquimbo Region and thus highlight our excellence, trajectory and regional commitment , reflected in our mission to cultivate, generate, develop and transmit superior knowledge”.

The voice of the student body was in charge of its representative, Karla San Francisco, who in addition to being a member of CEULS, was a member of the Executive Board of said commission. Karla carried out an in-depth review of the DFL 4/2019 Framework Statute, explaining what said Decree consists of and what would happen if the statutory process is not completed due to a failure to reach consensus regarding the pertinent adjustments.

The commissioner highlighted "the actions that have already taken place are varied and have been the result of valuable work and effort by CEULS in collaboration with Dircom." He took advantage of the opportunity to highlight the participatory workshop that will be held at the end of September as one of the important community participation activities in the process, and extended the invitation to participate in the ULS Civic Dialogue program, which is broadcast every Tuesday at 16:XNUMX p.m. by the Official Userena Youtube channel.
